C2 W3 Lab1 Error or mistake in code cell 2.4

Before you post, please make sure to: the cost function does converges or not? the Markdown cell their is written that the value of cost function doesn’t changes after few iteration but in the o/p the cost is increases exponentially so is their any mistake in assigning the value to the learning rate
